A brand-new account can have its impressions capped until it's built up enough trust, separate from any content restriction.
What it means
Google may cap how many impressions a newer or less-established advertiser can get until enough trust is built up — this is a separate mechanic from the "Eligible (limited)" content restriction covered elsewhere in this glossary. It's an account-level throttle, not a statement about any specific ad's content.
Why it matters
If a brand-new account is seeing lower impressions than expected even though every ad looks fully approved, this trust-building throttle is a plausible explanation, alongside the normal learning-period ramp-up automated bidding goes through.
